Response To Intervention (RtI)

Fifty-six percent of all English Language Learners referred to special education nationwide are referred for reading difficulties (U.S. Department of Education, OSEP, 2003). The RtI model’s three-tiered approach helps meet the needs of these struggling learners BEFORE they are referred to special education.
